In November 2018, Cornwall Council launched the Built Environment Professional Services Framework to unlock the potential of their built environment projects – and were looking for a local strategic partner to support their long-term effort to create prosperity in the region. It appointed ICC to oversee the entire project lifecycle as Development Managers in order to help the Council navigate this challenge successfully. Since then, we have worked closely with Cornwall Council to create prosperous places with a whole system, integrated approach.

IMPACT:

By adopting a community-centred decision-making process, backed by data-driven analysis, we consistently achieve over 80 percent community support for our projects in Cornwall. We have also pioneered mechanisms to assess the long-term socio-economic benefits of them, which has helped to unlock complex regeneration initiatives that were once deemed impossible. Our guidance through the business case process has played a vital role in securing essential Central Government funding for Cornwall Council, ensuring a better future for their communities. Our seamless integration as partners and strategic advisors has made a significant impact across multiple projects.

ICC was specifically commissioned to enhance project outcomes through improved concept design, business case development, project management, and strategic visioning. Notable projects delivered under this framework include:

Liskeard Cattle Market:

Through concept design and a compelling business case, we rejuvenated a strategic site in Liskeard, effectively addressing the social and community impact resulting from the cattle market closure by converting it into a thriving business hub for digital and creative industries.

Penzance High Street and Ferry Terminal:

By providing concept design and robust business case support, we revitalised two key sites in Penzance, aligning our efforts with funding submissions to unlock more than £25m of funding for improvements, which were then used to create new spaces, and refurbish existing buildings to create space for new businesses and homes.

Langarth Energy Centre:

Our team developed a comprehensive business case and successfully delivered the Langarth Garden Village Energy Centre project.

Truro Master Thinking:

Collaborating closely with stakeholders, we crafted a strategic vision and economic strategy for Truro, introducing innovative concepts for 8 key development sites including Pydar, Old County Hall, Lemon Quay and Town Quay. The vision helped to form improved an Placemaking strategy for the city and informed the successful Truro Towns Fund bid submission

St Austell Town Centre Vision:

Through an inclusive and comprehensive vision development process, we are helping revitalise the town centre of St Austell, offering inspiring concepts for major development site that will create new public spaces and new spaces for homes and businesses.
