cHALLENGE:
Fife Council commissioned ICC to support the development of its 'No Wrong Door' programme. The programme was developed in response to the Plan for Fife’s goal to tackle inequality and fairness, in addition to a significant three-year budget gap.
The Council had agreed the key principle of a person centred, joined up approach to service delivery to prevent issues from escalating, but was struggling to take the approach ”from concept to reality”. Senior leaders were aligned on the need for change but unclear as to the specific people, process and technology changes required to deliver, or what the scope should be in terms of cohorts and services.
IMPACT:
ICC led a collaborative process drawing on an “Ideal Type” prevention model, with a steering group of senior leaders at Fife Council. Through this we were able to develop a case for change and blueprint for a new Wellbeing & Prevention operating model.
Data analysis of typical root causes for complex demand also indicated a strong case for further integration of services. As part of the process, ICC analysed eight services, including over 2,000 job roles to identify the proposed baseline and scope for the new model, and identify the key levers for future savings.
Deliverables and benefits:
ICC delivered an evidenced based case for change as part of the Outline Business Case & blueprint which enabled Fife Council to gain Cabinet approval and move forward with the design for the future operating model.
A comprehensive programme covering data & insight, organisation design, commissioning and skills/ culture was scoped to take forward the changes.
ICC estimated future savings of £7.1m – £9.4m from a new staffing model, in addition to future demand reduction savings.
